Representation Matters.
Many characters in Ghost in the Shell are robotically enhanced humans who are not visibly different from humans with only biological parts. Because there is no way to be certain, the violence ratings have been knocked down a point, and the Bechdel Test rating has been based on scenes that look like standard human-to-human interactions, as they would be in-universe.
